Suggest Treatment For Itching On Mons Pubis

im gemini 34 yrs old, female, i have been itching my mons pubis for about 2 yrs now.. ive tried hydrocortizone cream but it doesnt work... i started itching after i shaved my oubic hair and since then, it didnt stop.. its so itchy and it seems like my skin in my mons pubis has a skin feel off... how could i get rid of it?
