Suggest Treatment For Itchy Bumps On Body Including Scrotum And Penis

i have itchy bumps all over my lower body as far up as my naval, very random, not evenly dispersed or in clusters, seemed to start with small clear bumps on hands and feet, then red bumps along legs especially buttocks and inner thighs, now on scrotum and penis, also what seems to be a very hard vein has popped up on penis, doesn't really hurt, is like a half ring behind the head with part extending down the top of the penis. all the bumps and surrounding skin are extremely itchy, almost unbearable
