Suggest Treatment For Itchy Dark Scars On Ankles

while in hawaii walking along the streets wind gusts blew sand, small rocks and debrie pelting my ankles. i remember feeling itchy and irritated immediately...i never walked threw grass or anything but both ankles have like 7-8 red spots that looked somewhat like poison ivy. Reminder i was on concrete in the city for my entire visit. The spots have now dried up but have left a dark scar and is still itchy when warm or i touch them. I have one spot on each elbow.
