Suggest Treatment For Itchy Legs

Hi, my mom is infected from skin allergy. She is 68 years old and a diabetics patient. For the past one month, her both legs( in anklet position) are reddish in color and its itching. Kindly give your suggestion and what treatment should be taken for this?
