Suggest Treatment For Itchy Rashes Below Knee

my husband has an itchy rash below the knees. That is the only place he has it on his body. He is on multiple medications for depression, anxiety, bipolar disorder and high blood pressure. Could the medicines be the cause. It is not like these are new medicines for him.
