Suggest Treatment For Itchy Scalp With Some Bumps And Thinning Hair

I have a very itchy scalp and some bumps. My hair seems to have slightly thined, what is it and how can I treat it if at all? Also, I ve noticed a reddish ring/spot on the head of my penis. Does not hurt but has flaked. went to health department and was told it isn t sexually transmitted. What is it and can it be cured?
