Suggest Treatment For Itchy Spots On Legs And Arms

Right now I have very itchy spots on my left lower leg just a little above the ankle. Also I have a itchy, more scaley spot in identical locations on the bottom/back side of my upper arms (3 or 4 inches from the arm pit). I was prescribed clobetasol propionate, which using a small amount would clear up spots temporarily, but they would soon be back in various places. My left ankle also swells during the day. I have had tests to rule out a blood clot it that leg. I continually use lots of good skin moisturizers like cetaphil moisturizing cream. Is this just something I am going to have to live with? I am 73 years old and I take no prescription medications - just vitamins and osteo bi-flex.
