Suggest Treatment For Itchy,bleeding Skin Rashes

My boyfriend drinks alot, he's 37 yrs old and has been drinking beer and other alcohol since he was 16 sometimes his head shakes when he drinks and even when he's not which isn't very often, He has a rash on his legs that look open all the time, and he is constantly itching and scratching, he bruises easily and when he scratches, he bleeds, alot. What is causing this and is there any treatment of cream that will heal up his legs?
