Suggest Treatment For Large Welt On Upper Arm

My daughter has a large red welt on her upper arm. It looks like a mosquito bite or like on arm would look like after a vaccine. What could it be this time of year? We brought a a new puppy into our home this week. Is that any sign of an allergy to the pup?
