Suggest Treatment For Lesion On Arm

I have a red/pink, raised, wart-like birthmark on my inner arm... on the opposite side of my elbow. It has been there as long as I can remember. I've had it frozen off twice, and both times it came back after a while. It grows to a certain size, then stops. It is sensitive, unlike other "warts" I've had. It is about 1/5 of an inch, and is cauliflower-like. Any idea what it is, or how to get rid of it? I am 24, male, 5'10", 185lbs, non-smoker.
