Suggest Treatment For Little Bumps With Black Dots On Centre Of Chest

I am 18 years old woman and I have had these little bumps with a very small black dot right in the center of my chest that constantly appear,Is it just acne(i've tried many different washes and creams, nothing seems to fully work). Is there something that I need to buy that has a certain thing in it or what can I do to get rid of it?
