Suggest Treatment For Low Hearing Capacity

One my real brother his hearing capacity is very low and he also understand after some time to realize the same if he hear something he replied after after some time - I contact many doctors he suggest for ear - operation not use for hear phone machine what shall I do sir please guide me as early as possible.
