Suggest Treatment For Lumps On Base Of Foreskin

Hi, I have a small lump near the base of foreskin. It s kinda hard like a rubber. It doesn t move with the skin and it s under it. It only hurts when i stretch the skin around it, like tighten the skin around it. I m a virgin and never had sex. I want to know what it is and is it harmful?
