Suggest Treatment For Mark On Right Arm With Blotches

hi, my daughter who is 14 was born with a mark on her right arm. From her elbow up to her fingers. On a day with normal temperature her arm is normal skin tone. On days when it is hot or cold it shows red bloches. How can we have this treated to go away?
