Suggest Treatment For Meningitis Rash

My 3 month old granddaughter has the meningitis rash, she was seen at the hospital but sent home because she appeared well appart from the rash, no blood tests were done.
I am worried, does anyone know if its normal to just get the rash, do other sympons appear later on, and should they have done a blood test?
