Suggest Treatment For Micropenis

my penis doesnt grow am 19 years but it is still as small as that of a baby.the fore skin doent close up the head.the head is out side and every morning i find some stick stink staff on my penis and it has even started changing color.please doctor what could be the problem?yours MMK
