Suggest Treatment For Mottled Skin On Legs And Arms

How do I get rid of mottled skin on my legs, on my arms, and some on my stomach and real bad on my inner thighs. I am 52 and this has started about a year ago. My doctor says it is from phentermine which I am on for weight control, but I stopped using it for 2 months and the mottled skin became no better. I also lived in sunny South Florida for 25 years, and have moved to PA. in the last almost 2 years. I hate the cold weather. What can I do to return my skin back to normal?
