Suggest Treatment For Non Aggressive Bladder Cancer

My husband was diagnosed with non aggressive bladder cancer and scheduled for chemotherapy. It turns out that the mitimycn c costs $3,000 which we do not have and insurance does not cover. So, he cancelled the procedure. Is chemotherapy the ONLY way to treat non aggressive bladder cancer? Is this a fatal disease? Whitney
