Suggest Treatment For Nose Block With Weather Change And Dust

My nose keeps getting blocked whenever there's a small change in whether or due to dust or when I wash my face with cold water. It feels like a sinus problem. I wake up early in the morning and I get a sinus then and again in the evening when the temperature drops a bit.
