Suggest Treatment For Papules On The Glans Of Penis

hi..i am 27 yr male ..last two months back i had red very small tiny papules on glans ..non itchy ,painless,no discharge on rubbing...papules are mutiple,tiny ,on a erythematous base on dorsal surface......i showed it to a skin specialist he prescribed me fluconazole one tablet and antiboitic cream for local application.....followin which it subsided....nw i have got the same condition again...can you please help me?
