Suggest Treatment For Peeling Of Lips

I am 29yrs old having a problem with lips peeling off for about 5 years now. whenever my lips come in contact with water soaked (after shower), they become white and the outer layer completely peels off. This just goes on and on. There is absolutely no blood, pain or itching. The skin on my lips peels off about once every 3 days, later the skin grows back, hardens, and when it gets wet, turns white, and peels. It just wipes off if I touch it. I’ve got a slight discoloration on my lips, especially on the bottom of the upper lips. What could this possibly be? Is it curable? Can you suggest any medicine?
