Suggest Treatment For Penile Discharge With Foul Smell

Hi there I'm 18 year old lad and recently when i stretch upwards its hurts my belly button and can feel something at the top of my penis feels like some one has some string and is pulling it real tight and it started to really smell and was. like water that was coming out please help
