Suggest Treatment For Penis Pain During Intercourse

I went to my doctor, because I had pain on my penis during intercourse. He said I needed to see a surgeon to because my foreskin was not moving properly. I also asked him about some white spots on the penis. He said they were nothing, but burst blood vessels. Shouldn't burst blood vessels be red not white?
