Suggest Treatment For Penis Problem

I'm 19 years old and my foreskin doesn't retract, never has and when I try to pull it back to see if it will it doesn't hurt but it just stops, like the skin just can't stretch enough, no matter if it's flaccid or erect, is this something I should worry about?
