Suggest Treatment For Penis Problems

sir while doing back the forskin of penis it comes back but seems to be jointed at the lower end of tip of penis ,

some times while penis is fully erected it pains me to make skin back side

i want to know that is it phimosis. where i can get it cured in chandigarh
