Suggest Treatment For Penis Problems

Dear Sir/Madam,
I have one problem regarding my sex organ. The problem is regarded with backward movement of the foreskin on the penis. When it is in ground state the foreskin is easily moved backward but when it is excited state the foreskin doesn't move backward, if I put some force it goes back but pains too much.
So I want to ask that is it normal and will be overcome as time passes or any medication or surgery procedure is required?
Please explain what exactly the problem is? Will it gonna affect my marriage life?
