Suggest Treatment For Persistent Cough And Phlegm

My father has been suffering from on ongoing cough & phlegm for the past 4 years. He has taken over the counter medicine and no help. The doctor has informed him that it is nothing to worry about. He is only 48 yrs old, so not so old to have a old mans cough!
