Suggest Treatment For Persistent Headache Due To Frontal Sinus

I've had a frontal sinus headache above and below my eyes, for over 2 weeks. Been to the ENT twice, and called today. Twice a day, doing Neti pot, Nasonex, Mucinex, finishing antibiotic tomorrow, finished steroid last week. Once a day, Zyrtec. Now the doctor wants to add Azelastine twice a day. No fever the whole time. Just sinus pressure. I have not seen any change or improvement.
