Suggest Treatment For Pimples On The Penis

I have a bunch of small white bumbs on the rim of my penis head that use to itch and they occured a couple years ago after i got bit from a rat in my house. As well, i have pimples so to speak but bigger and they are really hard and painful to pop. What could it be? Im 18 now Im 5'8" about 140 pounds..
