Suggest Treatment For Rashes On Inner Thigh

hi im a 22 yr old male weighing 205lbs and i develop a rash on my inner thigh. sometimes bumps may appear when it gets irritated then they disappear. a few times now ive had bumps that resembled ingrown hairs that puss and bleed but they eventually go away to. its mainly one side but i think the same rash is developing on the right side the rash has been progressing inward toward my genitals and down my thigh. i went to the doctor for it before and he thought it was jock itch so ive been using hydro cortisone for the itching and still no sign of it leaving. any idea of what it could be?
