Suggest Treatment For Rashes On Lower Back

I have a rash right where mu butt and lower back come together....its been there for quite some time. It wont go away. Ive tried creams, oatmeal baths, baking powder, corn starch etc. I thought it was a heat rash...but i dunno...would a pic help ?
