Suggest Treatment For Rashes On My Cheeks

My 4 year lod daughter has some type of rash that started on her cheeks, brim of her nose and chin. It almost looks like wind burn, but it is very red and very blotchy and puffy. It has been a couple of days but now her arms are are red, blotchy and little raised bumps. On the top of her arms. She has a cough as well. Her lips were pretty chapped but are now much better. The rash looks horrible. Please help. Thank you.
