Suggest Treatment For Rashes On Penis

hello ever since i was a child i masterbated to much even still now i developed a rash on the head and shaft of my penis its very discomforting sometimes like if i stimulate my self and it kind of looks like herpes well to me they look like tiny little scabs sometimes they are black at the very top but that usually goes away. I ve had this before I ever had sex so im pretty sure its not herpes but girls think it is. What is it and what can I do about it ? should i stop masterbating and see if it heals ?
