Suggest Treatment For Rashes On Shoulder

My 3yr. Old son has been getting a rash across his shoulder blades the last 3 days and I only notice it when he gets out of the pool. Its a kiddy pool so it has no chemicals. It has not itched the past two days but today it has been bothering him, he says it hurts and itches. Any ideas what it might be?
