Suggest Treatment For Recurring UTI In An Elderly Patient

I have an 88 yr old father, he had a supra pubic catheter placed august 2014, he has repeated uti s now and always complains of pain in that area, he is currently in the nursing home, lately he has severe pain but nothing like he has had. is this normal for this catheter to cause such pain? no bleeding or oozing.
