Suggest Treatment For Recurring Heat Rash In Groin Area

My husband suffers from a heat rash in his groin area every summer. It makes it impossible for him to do a lot of walking or activity. He has tried baby powder, antibiotic cream, anti-itch cream, diaper rash cream, anti-fungal cream. Nothing works in treating or preventing it. Any advice?
