Suggest Treatment For Recurring Red Spots On Face

My baby is 12 moths old and this last month has many red bumps on her face. On her cheeks but mostly on the chin and around the mouth. The Dr said it was from her drooling from teething and to just leave it alone. The Dr said i could put a little over the counter hydrocortisone cream on it. I did use some but made her face very dry. They go away in a few days and then right away new ones appear. Her face looks awful, can you please help?
