Suggest Treatment For Recurring Scab On Penis Head

I have a scalp on the head of my Penis that comes and return in about a week. I have used Vaseline, and Eucerin because I have eczema. I have seen a doctor twice. I have taken test and the test came back negative. The scalp comes back every week. I have no pain. Sometime it seem to be ittitated.
