Suggest Treatment For Red Blotches Above Ankle

my Wife has red blotches around and just above the ankle, although they have just appeared they do seem to be spreading. Is it detremental to be going abroad by plane in the next few days ?.My wife is 82 she suffers from dieabetis type 2 and dementia. apart from that she is very well.
