Suggest Treatment For Red Bumps All Over Forehead And Cheeks

I had rhinoplasty done 3.5 weeks ago. After 2 weeks from the surgery, little red bumps appeared all over my forehead and cheeks. The doctor who performed the procedure told me it's ok. The bumps started to go away and now they are coming back. I don't know what to do. Can you please give me some advice? I've tried Benadryl, Aveeno, and Hydrocortisone 2% (all topical) and nothing is working.
