Suggest Treatment For Red Bumps Like Ingrown Hairs

Hi I'm a male I'm the age of 20 and 6'0 feet tall don't really have medical problems besides a broken wrist. but I discovered these sometimes dry red bumps that look like in-grown hairs but there not cause usually they go away. It's been a couple months now and I have just gotten a few more bumps. There all in one little patch at the base of my penis. And a couple that just appeared recently in my pubic hair area. They don't itch and I'm afraid to pop them. I shower often and am clean hygean wise. I am sexually active. I have read that there follicle hairs or whatever but there not. What could they be? I mean they don't itch. But there disturbing to look at. They dry out sometimes but won't go away. Any ideas?
