Suggest Treatment For Red Dots On The Neck

I have these little red dots on my neck, it started out as a small cluster of about 4 dots, that was 4 months ago, now they are about 20-30 dots, not really dots even, they seem like a blemish, like my skin has been irritated, and now there are 2 small dots on my chest as well. I cant even tell that they are there unless I look into the mirror. What could this be?
