Suggest Treatment For Red Dry Spots On Elbow After Swimming

HI, I went to a pool about 2 months ago and when I got out of the pool I had red dry spots on my skin only located on my elbow area. The spots are still there. I ve tried lotions of various types and changing my shower soap as well as my laundry soap. Nothing has changed. I m very active and work out intensely 5 times a week. I have never had this issue before. Thanks
