Suggest Treatment For Red Flaky Lips With Brown Spots

i have red flaky sometimes light brown spots under my lips on either side of my chin they appeared with my first pregnancy then later after disappeared . I know have twins that are 5 months old and it appeared again in that pregnancy and disappeared shortly after until this month when my period came they returned ive tried all kind of lotions and to exfoliating that area the flakes come back immediately and it gets real red, also cant cover it up with make up cause it looks even more dry its embarrassing can you please tell me what i can do to get rid of it oh and also my obgyn said it was from my hormones but i want it gone please help
