Suggest Treatment For Red Rashes On Neck Spreading To Arms

Myh boy friend is having red rash like spots started on his neck slowly spred down his neck back now reaching his arms. Spots are not really raised but the skin is a bit thicker.. he advises its often itchy. And really itchy when working out, or if he's hot and sticky.. any ideas what it may be?
