Suggest Treatment For Severe Eczema

I have severe eczema and this winter season is only making it worse! so far i've taken hydroxyzine for my itch, fluoconide topical ointment for the rash outbreaks, and have many different moisturizers yet every day when i wake up, i go through the same scratch routine. My face is always dry and flaky and when i put on lotion or vaseline, it just makes it itch more! should i go see a specialist? what should i do in the meantime? I feel horrible.
