Suggest Treatment For Skin Burn

hey i burned myself on a hot pan about 5 hours ago... my burn turned white and puffy. at first i put ice on it but i was told that was bad now its been in water and from time to time i will put neosporin on it and i took advil and it still hurts..why did my burn turn white and puffy what should i do
