Suggest Treatment For Skin Discoloration And Peeling

Hi. I have discoloration on my arms and stomach. My skin is also extremely dry and peeling. Sometimes the place where my arms bends gets really red and patchy and it looks like there is a wax covering on it. This problem comes and goes. I have had skin cultures that never found fungus. The skin on the folds of my arms is a mix of dark and light (i have tan skin) and my stomach has darker areas. I dont know what it is or how to get rid of it. Any advice would be appreciated. Its really taken a toll on my social life and well being. I often feel depressed about it.
