Suggest Treatment For Skin Infection On Lip

Hi, I always seem to be having lip problems. I have to scary chapstick everywhere I go and its been like that for a few years. (I'm 14) in the winter my lips seem to get irritated causing a red ring around it, but usually it ends up going away. When summer comes around I develp a white ring around my mouth. How do I get rid of this and why do I get this?
