Suggest Treatment For Skin Rashes

I'm 39 years old and have had under the skin redness on the back of my upper arms for atleast 15 years maybe longer. There are no bumps or dryness and it doesn't itch. It almost looks like sunburn. What causes this and what can I do? I'm embarrassed to wear tank tops because of it. Please help!
